ebay #3822831484 is a Cub with a row marker! Is this a genuine IH option? Rare? How does it work?

They did make hillers that mount on the cultivator bars ( I have a set ), but the home made fast hitch contraption that he is calling a row maker doesn't even look like it would work.
-Finesse is choosing the right size hammer.

-As soon as something is made idiot-proof they make a better idiot.
