Many times, when the spot welded bracket breaks off, it takes the weld with it and leaves a round hole in the hood. That creates the illusion that something was bolted there.
Over the years those brackets take a real beating. I almost never find a hood that doesn't require some weld repair in that area. More certain is the need for welding on the bottom of the instrument panel. These ALWAYS require welding.

Ah`Hah, George, Your explaination tells me why the 2-holes are left so neatly in the hood when the spot-weld and the bracket separates from the hood. Do you think it would be a good idea to add a couple of tack-weld spots to the other bracket that has not separated yet for added reinforcement?. __ I am also going to have to do a lot of repair to the bottom of instrument panel.

This clears things up. I will now weld the brackets and remove the screws. I wasn't sure which was correct as I had 1 welded and 2 bolted.
Still glad you posted the picture hr's49 :D :D

Guess I'll tack mine on too. Probably explains why there were no brackets listed in the parts manual, they're part of the hood...maybe??
As far as the gas cap, I don't think anyone would compromise safety just to be original. I think John's comment was to the "appearance" that I had an original cap in good shape. Trust me...it ain't. It merely keeps the bugs out of the tank while my safety caps are on order. I don't traverse hills and I don't fill the tank very full. Thanks for the clarification on the hood. It's how us novices learn.

Well, you were close not too long ago, if you were talking to Dan England, you were less than 2 hrs. away. The boat stays ready this time of year. Fish in the mornings, pull the kids on the inter-tube later in the day.
C'mon down!!
