cub mower drive pulleyproblem

My 48 cub has an International belly mower, the large drive pulley has 4 stanless steel pins that spring in and out to engage the shaft under power, or let the blades free wheel to slow down if the pto is disengaged 3 pins are hopelessly stuck down and will not pop out soaking in krol pb blaster atf fluid for over a week has produced no results, I cant drill the as they are stainless steel any one have any Ideas as to how to spring them back out????? If I welded it all together would that work or would it continually through belts

Don - try applying a little heat and vibration.
