Can PTO be stuck???

I have a 1966 international that I aquired in November, PO told me clutch was stuck. Put it in gear and push on clutch it would not roll, put it in netural it would roll. Pulled it with a JD 4000 and wheels would not turn while in gear, just slide. Put in netural and pushed it on trailer, unloaded it by rolling off in netural.I tried to turn engine with crank and it mover a little. Pulled hood and discovered head had frozen and busted. It would only turn to certin point with crankand stop. I removed head and cylinders look good, Dropped pan and rods are okey, removed starter, still limited movement, checked clutch , cultch okey, not stuck, push clutch down with trans in netural I can turn engine over with crank. put in gear with clutch down, limited movement, In netural I can roll tractor by hand. Removed shifter, not in 2 gears. I can turn PTO pulley and it turns engine limited amount , if in gear or not. I think problem is in PTO. Can this be ??

Probably not the PTO, more likely something bad rattling around in the transmission and getting stuck in the 1/R idler. :(

I helped a fella with a similar problem a few years ago. turned out to be a piece of a shifter fork in one of the gears. Really had fun spotting it.

Drain the transmission and let it drain for a day. Remove the shifter cover. With good light, the interior of the transmission will be quite easily inspected.

Will guys I pulled the PTO out of the tractor and now everything turns free, The end of PTO shaft had some metal filings on it. I am guessing the pilot bushing is in vey bad shape. An I thinking on the right track?
