Alan,
Before you blame the tank you may want to check out a few threads about the free gas gas caps.
There are a few threads on this but here's one that may give you the idea:

Would the neck reforming tool work on a Super H? Something is wrong with the neck on my H's gas tank, and it ain't a bad gas cap. We tried a replacement cap from the early 1980s too, and that didn't want to fit either. I also tried my cap on a couple of other tractors, and it works fine there.
What's happening is that the cap just doesn't want to go on smoothly, then once it's on, it's practically impossible to remove. You've got to twist and wiggle and jiggle and pull like crazy to get it off. Usually takes about 5 minutes. We can't really see anything wrong with the neck, either.
The old "Use Clean Fuel, Keep It Clean" cap that came on the tractor works just fine, but it's got a completely different latching mechanism.
