i have a 47 cub bought a tc unit went to line up holes for bolts and there are holes but no threads can i tap the holes any ideas

There are 2 holes at each end of the TC that should line up with holes in the torque tube, that as SteveB stated may have cork in them tha needs to be cleaned out of the threads. the 6 or 8 other holes you see are depressions for the heads of the bottom plate bolts to fit into.
