On all of the Cubs and lo-boys, and all Cub Cadets for that matter, the wheel bolts are cadmium plated, so they were not painted. If they are discolored, painted, or even a little rusted, try them on a grinder with a wire wheel. I did that with mine and they came out very nice. They are not bright like stainless, but they are a grey/silver color.

I did all of mine with the 'aluminum' color rustolem that I used on the rims.
