Just a wild guess .........................
Rust at the top of the cylinder starter turns past but crank is not powerful enough oil cylinders through plug holes spin with starter plugs out then try with hand crank???????????????

I'm still going with a mouse nest. The starter is forcing it past and hand cranking isn't as powerful, nothing against your muscles, George
