Hi Rich
My pefered way if enough is sticking up is to put a nut over it and weld up the inside. The shock from welding heating usually breaks it loose without hurting anything.
ps it would be best to post this in one of the tractor forms

Rich,
Maybe this will help. The drill guide can be made by drilling most any thick piece of steel on a drill press.

Rich please excuse me. I have been looking at this form as "how to do stuff in a form" not as it correctly is "a form for learning how to do things." I feel pretty stupid now. Guess I should have read the subtitle on this form before this.

The only thing I might add to the link George posted would be to use a left hand drill bit. You might not have to go to a full size drill bit and it might work the broken piece out.
