First and foremost, did you prime the oil pump? Definitely do that if you haven’t. You should easily find info on how to do that unless someone posts it here first.
Secondly, do I understand that the fan stops turning FIRST, and THEN the engine stops turning? Probably the fan at least needs lubrication and may need rebuild/replacement. There is a procedure outlined in the manual for oiling the fan.
Once you have 2 posts, you will have access to the manuals through the quick links link at the upper left of the screen.
Congratulations and welcome!

Does it sound like the starter bendix has withdrawn, but the starter is still turning?

Hi,
The whining sound is probably the starter turning, after the starter gear has disengaged from the flywheel teeth.
The sound should stop when you release the starter rod, and the starter stops turning.
The starter gear disengages, if it did, because the engine fired, and tried to run. The engine speeded up faster than the starter turns the engine.
The starter has to stop completely before it will engage the flywheel teeth again.
You need to locate why the engine does not continue to run. Since it did run for 15 seconds, it could be a fuel system problem.
A simple thing, be sure the gas shutoff valve is fully turned to open.
You could do a gas flow test. Remove the plug on the bottom of the IH carburetor, and hold a large clean can under it, and see if there is a steady flow of gas. Let the gas run for about 1 minute. There should be a steady flow. If it stops, something is causing it to stop.
The gas strainer under the gas tank might need cleaning, it should have a screen above the bowl gasket.
There is a small screen in the inlet to the carb, where the gas line screws in, it should be kept clean.
You can put the gas in the gas tank again, after doing the flow test.
