You wouldn't need to attach wires to the 2 posts on the switch in your diagram that say
To Headlights, and To Rear Light.

The dash looks good.
The 4 holes in it for the screws holding the hood on are supposed to be mostly round. The metal is bent at the holes, you could have put it on an anvil at each hole, and hammered the metal flat before painting it.
The top of the metal at the holes is supposed to be level, like the top of the dash where there are no holes. You could hammer them into shape, you would probably need to touch up the paint afterwards.
I don't know if you have any interest in changing it.
Maybe the holes have been drilled out in the hood. They originally use 1/4" screws.
Below is a listing at TM Tractor Parts showing the original style screws, IH didn't use stainless steel screws there that I know of.
http://www.tmtractor.com/new/sp/1420fp.htm

The Cub parts manual says to use lock washers on the screws.
They have said on here to not paint under the dash around the 2 holes for the bolts, or on the clutch housing where the bolt holes are, so the electrical things on the dash can ground, if they need to.
Remove the paint around the holes if you painted it.
Be careful painting things on a Cub, some things have to electrically ground through the castings and other parts.

Below is a picture from TM Tractor Parts of the dash, showing the screw holes. :)

The decal for the charge and light switch goes above the knob, so you would need to change the knob position so the pointer is more up, if you are using the decal. TM Tractor Parts sells them.
Below is a page from the 1950 Cub owner's manual showing the decal.
The switch is in the older position, IH moved it to where yours is.

Yes, the 10 o clock position is close.
Below is info about placement for the decal at TM Tractor Parts. The switch is in the older position.
http://www.tmtractor.com/new/de/de37.htm

Their pics show the decal comes in their decal package with the other decals for the Cub, if you are buying that.
Their placement info shows other Cub decals also. :)
