Bolts cut off for fan shroud.. stuck in radiator

I want put my fan shroud back on my tractor but the bolts have been cut off. I have the fan shroud and I don’t know why they would be cut off like this. Maybe I’ll find out once I go to put it back on. I assume my papaw was who cut them off but it’s hard to tell why he done it.
Can someone give me a “how to” on what I could do in order to get these out and what I’d need to put new bolts in?

They may have rusted off, or been broken when someone tried to remove them. I think the easiest fix is to remove the two radiator brackets so that you can drill and retap them. Be careful that you don't break off the bolts holding the brackets to the bolster. An impact wrench with several extensions for access works best. Spray them all first for a few days with a good penetrating oil.

Hi,
They were originally small screws. Below is a listing at TM Tractor with pics, and the size. You will need to retap the holes, after you drill them the right size for the tap, if you use the screws. :)

I would opt for stainless screws. Any good real hardware store should have them.
